Just like the Party has changed society in Orwell's Oceania, the Party has changed the people trapped inside his Ministry of Love. In previous societies, the Two Minutes Hate would not be accepted; this public display of hatred would never have been tolerated. But the way Parsons shamelessly uses the toilet in Winston’s cell shows how much The Party has affected those who have committed thoughtcrime. This necessary ritual was previously a private thing, out of common courtesy and a desire for privacy. The fact that Parsons has no shame shows what these people have been reduced to: vessels of the Party.
